Both the Liberal Party, led by Prime Minister Mark Carney, and the Conservative Party, under Pierre Poilievre, have unveiled comprehensive plans aimed at addressing the housing crisis. Here's an overview of their proposed strategies:

Liberal Party's Housing Action Plan

Prime Minister Mark Carney has introduced an ambitious Housing Action Plan designed to tackle housing affordability through multiple avenues:​

  • Accelerated Home Construction: The plan aims to build more than 100,000 new homes across Canada by cutting red tape and incentivizing cities to expedite housing projects. This includes a $4 billion Housing Accelerator Fund targeting the creation of 100,000 new middle-class homes by 2024-25.

  • Financial Incentives for Builders and Buyers: To stimulate the construction of rental housing, the Liberals propose removing the Goods and Services Tax (GST) from new rental developments, including co-operative housing corporations that provide long-term rentals. Additionally, they plan to unlock low-cost financing for rental construction to build up to 30,000 more homes per year.

  • Support for First-Time Homebuyers: The introduction of a Tax-Free First-Home Savings Account will allow prospective buyers to save more efficiently. The plan also includes doubling the First-Time Home Buyers’ Tax Credit and supporting rent-to-own projects to facilitate the transition from renting to owning.

  • Regulatory Measures: The Liberals intend to ban new foreign ownership of Canadian houses for the next two years to ensure Canadians have more access to purchasing homes. They also plan to implement an anti-flipping tax on residential properties, requiring properties to be held for at least 12 months, to crack down on speculation

Under the leadership of Pierre Poilievre, the Conservative Party has outlined a housing plan focusing on increasing supply and reducing costs:

  • Massive Home Building Initiative: The Conservatives pledge to build 1 million homes over three years. This includes reviewing the federal government’s real estate portfolio and releasing 15% for housing while improving the Federal Lands Initiative.

  • Tax Incentives for Builders and Buyers: Poilievre proposes removing the federal sales tax (GST) on new homes priced under $1 million, potentially saving buyers up to $50,000. He also plans to undo previous hikes to capital gains taxes, which affect profits from the sale of secondary properties.

  • Municipal Accountability: The plan includes requiring municipalities receiving federal funding for public transit to increase density near the funded transit. Additionally, the Conservatives propose withholding federal funding from cities that do not increase homebuilding by 15% each year, while offering bonuses to those that exceed this target.

  • Utilization of Federal Lands: The Conservatives plan to review the federal government’s real estate portfolio and release 15% for housing while improving the Federal Lands Initiative.
